First be inspired and motivated based on who gave this bit of advice, someone who tried over a thousand times to make something work and then tried some more and was successful.
We can learn the lesson here that when we know something will work, but not when, that we should be smart and not give up the when for the sake of the what. Don't throw away a certain success just because you lost patience or because time is toying with you about a certainty that causes you to doubt and despair.
Patience and persistence are huge parts of success that many 2 hour movies, such as my favorite The Pursuit of Happiness (with Will Smith) portrays but people fail to grasp since in 2 hours the movie wraps up with a successful ending. Success takes longer than 2 hours, and longer than a 2 hour movie, no matter how good the move can ever portray in a rags to riches story.
If you're not so certain about your efforts and persistence fails, then re-motivate. Also, if you must, seek advice, re-evaluate and look at the statistical odds of success and your willingness to beat them, as well as whether or not it's impossible, whether you may have missed something key or need to change something small or big, to make the difference.
Realize talking to others may bring something to light we might not be able to see ourselves. Like the song by the Eagles says, "All our lives we live in chains and never even know we hold the key."
If you are not moving forward but instead backward, then again follow this advice above. If the odds are in your favor, stay with it. If not, try something where the odds are in your favor. Hang in there!

A quick comment:
I've used this quote and the principles behind it once at a training meeting that I put on for about a hundred people. I actually started my slideshow with this quote from Winston Churchill. My point was that if I gave them to right tools to do their jobs, they would be able to do what was required, The important point was that they had the right tools. This is true of a cook, computer technician, a soldier and a even an administrative assistant and truly of any profession or for any purpose.
What we can learn from this famous saying:
If you give people the right tools to do their job, then there shouldn't any reason why they won't be able to do it. If you don’t give them the right tools, then they either can’t do their job, can’t do it well, or at least will use it as an excuse even if they could do their job. So give them the right tools, and they will be without excuse. Otherwise, for whatever reason, don’t expect much from the ill-equipped.
