A quick comment:

I used this quote once at a training meeting that I put on for several individuals, about 80 to be exact.

My point was that if I gave them to right toold, the very items they needed, to do their jobs, that they would be able to do it and should be able to do it.  This istru of a computer technician, a soldier and a secretary.

What to do with this quote:

If you give people the right tools to do their job, then there should be no reason in general terms why they shouldn’t be able to do it.

Don’t give them the tools, and they either can’t do their job, can’t do it well, or at least will even use it as an excuse even if they could do their job.  So give them the tools, and they will be without excuse.

Otherwise, for whatever reason, don’t expect much from the ill-equipped.
