A quick comment:

A military quote that justifies the rationale for a strong and ready defense.  Yet this can be applied to any realm, the mental, the spiritual and theological as well.

It means that a strong and ready defense will ensure peace and continued strength and prosperity for a couple of reasons.

First, strength is apparent and therefore remains recognized as strength and may not be challenges…perhaps this part of Sun-Tzu’s winning without fighting.  The military calls this a strong military presence or a show of force.

Second, if it does come down to battle, the readiness of being prepared for war ill make warfare an easier thing to wage than without preparedness.  Warfare will be a practices and perhaps even a mastered profession  That too is preventative, but definitely helpful if the balloon goes up.

Third, this philosophy, maintained by some, will be recognized and learned by foes as your strategy and therefore also preventative, because it tells the foe that finding weakness will be difficult if not impossible, and that the war would be costly if not defeating.

What to do with this quote:

If a nation does not pursue a philosophy along these lines, it is foolish and will be considered weak, vulnerable and opportune.  However, if it does follow this philosophy, it will be considered strong, prepared and perhaps an inopportune.

The US has followed such a philosophy and I believe it has been our strength and will be continue to be as long as it is followed and as long as preparedness becomes not a mere show or drill but a realistic demonstration of capability in execution and result of purpose.
